Re-design 2 graphics in my newsletter - make them look absolutley awesome!

I have a sample newsletter design - and the header graphics absolutely suck. I would like to completely re-design 2 graphic(s) in the header section to make my newsletter kick-ass and look great. No HTML required, just graphics. Looking to spend under $250.
